The weakest tier is 400 points. It is small, with only 21 sailings, and it is mostly Mexico interior GTY inventory. Its best sailing is still useful — Anthem of the Seas on a 7-night Southbound Alaska & Hubbard Glacier itinerary from Seward — but the tier is thin and not broad enough to anchor a strategy.
For region unlocks, Alaska becomes practical at 400 points because the first Alaska sailing appears there, but the real usable Alaska spread starts at 600 and 800. Europe becomes practical at 800 points, where Explorer of the Seas opens a 7 Night Greece & Croatia cruise. That is the first tier where Europe is not just present, but usable.
